How to register and validate Digital Signature Certificate (DSC) in e-Pension login

e-Pension online submission using Digital Signature Certificate (DSC) - WB e-Pension

For online submission of employees' e-Pension file of the non-Government aided and Recognized Educational Institutions (Excluding D.A. getting schools) of West Bengal through e-Pension Portal, it is necessary to first submit online copy (consisting of Part A, B, C, D, E and Annexure - I) of pension file from "Head of the Institution" (HOI) login by using the "Digital Signature Certificate (DSC)". It is to be noted that the Head of the institution i.e., Headmaster/Headmistress/Teacher-in-Charge will be the sole owner of the "Digital Signature Certificate (DSC)" and the  HOI login (e-Pension Portal) of the school.

The alternative way to submit the online pension file from HOI login to Pension Sanctioning Authority (PSA) under the District Inspector of Schools (DI/S)  login is by using One Time Password (OTP). Using One Time Password (OTP) method, the process becomes much easier to validate your identity and digitally signed the online papers, but the problems with this method is that you have to request for OTP from HOI login repeatedly after a certain time (one month or less) period and there is no certainty that your request for OTP will be accepted by DI/PSA each time as you already have a valid DSC. Later I will discuss about OTP verification method in another post.

Using Digital Signature Certificate (DSC), the method for sending e-Pension online files from HOI login to DI/PSA login is slightly difficult but more secure. In this process, your school's computer must have required some certain software set up (I will explain in detail what type of setup you need before using DSC) to validate your identity and signed digitally the online e-Pension file. In this method, you don't have to depend on the DI/PSA for sending your e-Pension online file. In this method, you have the full control of your e-Pension login. 

Start with the discussion on how to install and enable Java on your computer.

Installing and updating Java on your computer - WB e-Pension

If you have already installed Java on your computer, then just check if it is up to date or not. If not, then update it as follows.

• Go to the Control Panel of your computer. 
• In the search field, type Java. If Java is installed on your computer, it appears below the search field as shown in the picture below. If Java is not installed on your computer, install it from here. 

• Double click on 
  

• Java Control Panel will be open (see the picture below). In the Java Control Panel go to Update tab, 1. Tick the Check for Updates Automatically and then 2. Click the Update Now button.

• If Java is up to date, the following message will appear

• If not, then update Java and restart your computer.

Browser setup on your computer for using Digital Signature Certificate (DSC) - WB e-Pension

You can use browsers like Firefox (version up to 50) and Internet Explorer (any version) for validating your Digital Signature Certificate (DSC). If you want to use the Chrome browser, its version must be below 42, but I suggest that use either Firefox (version up to 51) or Internet Explorer (any updated version). 

Enable Java on Firefox browser - WB e-Pension

• Open the Firefox browser or restart it, if you just install Java now.
• Go into Firefox  1. Menu, then click the 2. Add-ons option (see the picture below).

• In the Add-ons Manager window, select Plugins. If Java (TM) Platform plugin appears here, then go to the right of it and select Always Activate option from the drop-down menu (see the picture below) and your job is done, restart your computer.

• If Java (TM) Platform does not appear in Plugins section, then performed the following steps.

1. Open Control Panel.
2. Click on Network and Internet.
3. Click on Internet Option, a new window will appear named as Internet Properties (see the picture below). 

1. Go to 1. Programs tab and 2. click on Manage add-ons button (see the picture below)

1. A new window will be appeared named Manage Add-ons (see the picture below). Under Toolbars and Extensions scroll down and go to Oracle America, Inc. All Java related extensions appear under this section. Check under the Status section of all Java (tm) Plug-In. If Java is installed for the first time on your computer, it will show New as status.

1. Select Java (tm) Plug-In SSV Helper and press the Enable button (see the picture below).

1. A new pop up window will appear named Enable Add-on (see the picture below) press the Enable button on it.

1. Now you will see the status of Java (tm) Plug-In SSV Helper as Enabled (see the picture below). Restart your computer.

Add e-Pension site URL in the security of the Java Control Panel - WB e-Pension

• Go to the Control Panel of your computer.

• In the search field, type Java. As Java is already installed on your computer, it appears below the search field as shown in the picture below.

• Double click on 
  

• In the Java Control Panel go to 1. Security tab, then 2. Click on Edit Site List... (see the picture below).

• A new window will appear named Exception Site List (see the picture below). Click the Add button on it

• A new window will appear (see the picture below). 

• Copy the URL of the e-Pension site as "https://wbepension.gov.in/e_Pension/" and paste it in the box under Location by pressing Ctrl+V on the keyboard (see the picture below) and press the OK button on it.

• So the final Java Control Panel will look like below. Press the final OK button on it. Restart your computer.

Register Digital Signature Certificate (DSC) in  e-Pension login- WB e-Pension

After setting up all the above procedures now your computer and browser is ready to access the Digital Signature Certificate (DSC). Now follow the below steps to register your DSC.

• Open either Internet Explorer or Firefox browser.
• Go to the e-Pension site.
• Go to Login and select Other Than Applicant Login (see the picture below).

• Enter Head of the Institution (HOI) login details i.e., User ID & Password and enter the Captcha (see the picture below).

• Placed the mouse cursor on 1. USER MANAGEMENT tab and 2. Scroll down to select DSC Registration (see the picture below).

• Check the box on the right side of  Do you want to register your DSC?

• Check the box on the right side of First read the instruction

• If you want to read the instructions click on For Instructions Click here (see the picture below). If you understand the instruction properly click on Yes.

• A popup window will appear as below. 1. Check the white Box 2. Click on Run.

• Now plug in your Digital Signature Certificate (DSC) in the USB port of the computer. Then click on the Read Card button (see the picture below)

• A new window will open as below. Select the name of the teacher (HM/AHM/TIC) on whose name the DSC is issued (the name on the e-Pension site and DSC must be same) and click the Validate button.

• A new window will open as below. Write your secrete 1. User PIN and 2. Press the  Login button.

• A message will open (see the picture below). Press the OK button.

• You will see the below message as a successful DSC registration. Press the OK button and you will be automatically Logged out from the site. Login again and follow the steps below for Validation of your DSC.

Validation of Digital signature Certificate (DSC) - WB e-Pension

For validating your DSC, you have to perform the following steps below.

• Open e-Pension Other than Applicant link. Enter your HOI login user ID and password with appropriate captcha (see the picture below). 

• Place your mouse curser to 1. USER MANAGEMENT and 2. Scroll down to click Valid your DSC (see the picture below).

• Wait for a few seconds a new window will be open as shown below, 1. Click the checkbox 2. Press the RUN button.

• Wait for a few seconds, you will see the Read Card button will appear (see the picture below), click the Read Card button.

• A pop-up window will appear (as shown below), 1. Select the appropriate name (i.e., the name of your HM/AHM/TIC ) under Choose Your Certificate section, then 2. Press the Validate button.

• A new pop up window will appear (as shown below), write your secrete User PIN and press the Login button. 

• A pop-up message will appear as Your signature is verified successfully. Press the OK button.

• You will see your site signature stamp placed on the left-hand upper corner becomes Green from Red.
